Hospitality New Zealand submitted on the Retail Payment System (Ban on Merchant Surcharges) Amendment Bill.
We voiced our concerns with the Bill, it's impact on customer pricing and business costs, and the adverse impacts the Bill presents for the current retail payment system.
Our recommendation is that greater transparency is required across what merchant are charged by payment providers, and that if the concern is that customers are being overcharged, a cap on surcharges (ie a merchant can only pass on the actual costs they are incurring) would be a more appropriate measure.
